The Lighting Controls Association (LCA), administered by the National Electrical Manufacturers Association (NEMA), Rosslyn, Va., has published a series of white papers addressing a range of lighting and energy-management issues. The white papers are available for free at LCA's Web site, www.AboutLightingControls.org. To access the white papers, users should click on “Education,” then scroll down to “Key Issues.” Topics include:

New energy-efficiency tax deduction

Language in both the Senate and House version of the Energy Policy Act of 2002 (recently tabled until January 2003) includes a provision that rewards exceeding the requirements of the ASHRAE/IES 90.1-1999 energy code with a tax deduction of up to $2.25 per square foot — with special provisions for energy-efficient lighting.

Green design standards

Energy and environmental concerns have refocused U.S. corporations and the design communities on sustainability issues in construction, renovation and existing buildings. A new program, backed by more than 1,400 organizations comprising the U.S. Green Building Council, has formed to provide a standard for adoption of green design practices.

Commercial lease properties

With an average building age of 30.5 years and annual energy cost of about $16.4 billion or $1.06 per square foot, commercial lease buildings are a prime opportunity for upgrade to energy-efficient building technologies — although traditionally, in general, they have been slow to embrace energy efficiency.

Utility lighting rebate programs

More than $1.5 billion in rebates were available last year for energy-efficiency upgrades. However, while many states require public funding of energy-efficiency programs as part of their deregulation laws, utilities are reinventing the traditional rebate as demand-response programs, which offer strong incentives for curtailing load on demand.

The white papers are authored by Craig DiLouie, who has written hundred of articles about lighting design, management, maintenance and energy efficiency.
